1、 We should conscientiously summarize the 13th five year plan and pollution prevention and control work, accurately grasp the historic achievements of the province's ecological environment protection, and further strengthen the determination and confidence of strengthening ecological environment protection and promoting the construction of ecological civilization

In the past five years, especially in the three years of fighting against pollution, under the guidance of Xi Jinping's ecological civilization, under the strong leadership of the provincial Party committee and the provincial government, the hitherto unknown cadres and workers have faced difficulties and challenges. They have solved a lot of outstanding problems that have been solved for a long time and have not been solved. It has opened a new chapter in the history of environmental protection in Longjiang.

The total emission of major pollutants in the province was greatly reduced. The target of reducing carbon intensity in the 13th five year plan was overfulfilled ahead of schedule, and the ecological environment quality continued to improve. By the end of 2020, the proportion of excellent days of ambient air in the whole province will be 92.9%, the concentration of PM2.5 in cities above prefecture level will be reduced by 31.3%, and the proportion of severe days of pollution in cities above prefecture level will be reduced by 52.3%, which are respectively 5.0, 16.3 and 37.3 percentage points higher than the national target. The proportion of excellent water bodies in 62 national test sections was 74.2%, 14.5 percentage points higher than the assessment target. The safety utilization rate of the polluted farmland and the polluted plot reached 92% and 100% respectively, meeting the national requirements. All the 13 overall targets and 144 specific tasks of the tough battle have been completed, all the binding targets of the 13th five year plan have been achieved, and the effectiveness assessment in 2019 ranks among the national excellent ones.

——The central environmental protection supervision and supervision has made remarkable achievements in rectification.

First, we will go to Mudanjiang and Suifenhe key epidemic areas to guide the treatment of medical waste, and emergency equipment shall be deployed to rapidly improve the emergency disposal capacity. In 2020, the province will dispose 26000 tons of medical waste in total, and all of them will realize closed-loop safe disposal. 632 designated hospitals and centralized isolation points have been effectively treated, and 48.73 million yuan is invested to support the upgrading and transformation of sewage treatment facilities in 17 hospitals. In view of the key areas such as the upstream of urban rivers, downstream of sewage treatment plant outfall, drinking water source, etc., the environmental emergency monitoring of epidemic prevention and control in the province is implemented accurately, and the ecological environment quality of the province is not affected by the epidemic situation.

——We should insist on optimizing business environment as the carrier, and serve "six stability and six guarantees" to promote economic and social development.

Environmental quality has realized provincial monitoring and assessment, environmental protection supervision and supervision to send double-level promotion and supervision and enforcement to realize provincial-level management. After the reform, 1333 administrative departments in the province were added, 351 were added; 2627 were in law enforcement team, 848 were added; 1678 were in the monitoring team and 91 were added. 2、 We should have a clear understanding of the grim situation and major opportunities we are facing, scientifically position and plan the targets, tasks and important measures of the 14th five year plan, and earnestly enhance our sense of mission and urgency in fighting a tough battle of pollution prevention and control
