Wang Yang pointed out that 2020 is an extraordinary year in the history of new China. Under the firm leadership of the CPC Central Committee, China National Committee of CPPCC and its Standing Committee, guided by Xi Jinping's socialist ideology with Chinese characteristics, closely follow the overall plan of epidemic prevention and control, and conscientiously perform duties and responsibilities in economic and social development, focus on major social concerns, strengthen ideological and political guidance, grasp the system building of specialized consultative bodies, and enhance working efficiency, so as to achieve the goal of "13th Five-Year". The CPPCC members have made positive contributions, the construction of special consultation institutions has shown a new look, the tasks of the service center have made new achievements, and the CPPCC members have written special "committee assignments" in special years.

Wang Yang summed up the work of the CPPCC National Committee in the past year from five aspects. First, deepen theoretical study, carry out in-depth reading activities of committee members, and further consolidate the ideological foundation of strengthening "Four Consciousness", strengthening "four self-confidence", and achieving "two maintenance". The second is to conduct in-depth consultation on duty performance, effectively use various forms of consultation, give full play to the advantages of network political discussion, and ensure that duty performance activities are not loose, chaotic and continuous under the condition of normalization of epidemic prevention and control. Third, we will continue to improve the platform for members' lecture halls, major special work members' propaganda groups, and heart to heart talks, and improve the work pattern of consensus building from within the party to outside the party, from members to the masses in various sectors, so as to gather the positive energy of unity and cooperation. Fourth, improve the CPPCC work system and promote the implementation of the spirit of the CPPCC work conference. Fifth, strengthen self construction, give full play to the functions of special committees in contacting sectors and serving members, and improve the quality and level of CPPCC work.

Wang Yang stressed that 2021 is the 100th anniversary of the founding of the Communist Party of China and the first year of the new journey of building a socialist modern country in an all-round way. The CPPCC should adhere to the guidance of Xi Jinping's new socialist ideology with Chinese characteristics, fully implement the spirit of the nineteen and nineteen sessions of the second, third, fourth and fifth plenary session of China's Communist Party, and take the new development stage, implement the new development concept, build new development pattern, adhere to the two themes of unity and democracy, and implement the fundamental policy and decision-making arrangements of the CPC Central Committee. We should make a good start for the "fourteenth five year plan" and gather wisdom and strength.

Wang Yang stressed that the special consultative body comprehensively carries the nature of the CPPCC, is an organic part of the national governance system, and is an important system design and unique governance platform for the CPC to lead the Chinese people to develop socialist democracy and open up "rule of China". We should thoroughly implement general secretary Xi Jinping's important thoughts on strengthening and improving the work of the CPPCC, comprehensively implement the spirit of the CPPCC working conference, strengthen the construction of specialized consultative bodies, and further transform the advantages of the CPPCC system into national governance effectiveness. It is necessary to deeply grasp the institutional advantages of specialized consultation institutions, and constantly enrich the institutionalized practice of having things to discuss and letting people discuss things. It is necessary to constantly improve the working system of special consultation institutions, adhere to practice orientation, cultivate consultation culture, and promote the connection and cooperation between CPPCC consultation and other forms of consultation. The sponsors overcame the impact of the epidemic and took responsibility layer by layer, with a recovery rate of 99.64%.
