——1973 establishment of sewage station management office

     The original origin of Beijing Drainage Group is the sewage station management office established in 1973, which is affiliated to the Municipal Engineering Management Office of Beijing Municipal Engineering Bureau. In November 1976, in order to prepare for the construction of the first phase of Gaobeidian large-scale sewage treatment plant, the sewage station management office was renamed as the sewage treatment research and Management Institute. In 1982, the Municipal Engineering Bureau reported to Beijing Municipal Planning Commission and Construction Commission for approval the "letter of task for application for approval of reconstruction project of Gaobeidian sewage treatment plant" and "task sheet for reconstruction project of Gaobeidian sewage treatment plant". So far, the first phase of Gaobeidian sewage treatment plant has been officially started after many years of preparation. In 1993, Gaobeidian sewage treatment plant was completed in phase I.

In 1999, the Beijing Municipal Administration Commission issued the reply on the implementation plan of approving the establishment of Beijing urban drainage company, which merged Gaobeidian sewage treatment plant with the World Bank Project Office, drainage company and preparation office to establish Beijing urban drainage company.

——2002 Beijing Urban Drainage Group Co., Ltd. was established

      In 2001, with Beijing's successful bid for the Olympic Games, the construction of urban drainage facilities in Beijing is facing opportunities and challenges, and Beijing urban drainage company is shouldering arduous tasks. In order to promote the development of drainage industry, the municipal government decided to establish Beijing Urban Drainage Group Co., Ltd. On December 27, the leaders of Beijing Municipal Construction Committee and Beijing Municipal Administration Committee announced the appointment notice of the leading group of Beijing Urban Drainage Group Co., Ltd. on February 6, 2002, Beijing Urban Drainage Group Co., Ltd. was officially established.

——In 2013, beipai was identified as the main body of financing, construction and operation of drainage and reclaimed water facilities in the central urban area of Beijing. Beijing Municipal Bureau of water affairs signed a franchise service agreement with beipai.


    Beijing municipal government formulated the action plan for accelerating the construction and utilization of wastewater treatment facilities in Beijing from 2013 to 2015. The Municipal Water Affairs Bureau and beipai signed the "franchise service agreement on sewage treatment and reclaimed water utilization in the central urban area of Beijing", authorizing the group as the main body of investment, financing, construction and operation of drainage and reclaimed water facilities in the central urban area, and the municipal government to purchase public services for drainage and reclaimed water.

    During the three years from 2013 to 2015, the group will build a total scale of 1.5 million cubic meters / day of reclaimed water facilities, new supporting sludge harmless treatment facilities, and carry out the construction and transformation of 355 km drainage pipe network and 110 km reclaimed water pipeline.

——2014 actively introduce central funded central enterprises and social capital to accelerate enterprise reform and ecological environment construction

    On September 18, 2014, beipai signed the "joint venture agreement of Beijing Beishui Environmental Development Co., Ltd." with the State Development and Investment Corporation of China, the industrial and Commercial Bank of China, Shanghai Pudong Development Bank and the state investment and Innovation Corporation, and signed the "strategic cooperation memorandum" with the State Development and Investment Corporation of China, the industrial and Commercial Bank of China, the Shanghai Pudong Development Bank and the state investment and Innovation Corporation. The signing of the contract is a concrete embodiment of the implementation of the "opinions on comprehensively deepening the reform of municipal state-owned enterprises" by the Beijing Municipal Party committee and government. Beipai's reform and innovation in the ways of strengthening cooperation with central enterprises, developing mixed economy, jointly setting up equity investment funds and attracting social capital through central enterprises not only effectively promotes the "Beijing municipal plan to speed up sewage treatment and reclaimed water treatment" The three-year action plan for infrastructure construction (2013-2015) not only serves the ecological environment construction of the capital, but also speeds up the reform of state-owned enterprises and makes them stronger and bigger, setting an example for the reform and innovation of state-owned enterprises.

    With a strong sense of responsibility and urgency, Beijing Drainage Group firmly implemented the "three year action plan for accelerating the construction of sewage treatment and reclaimed water utilization facilities in Beijing" and successfully completed the construction tasks of major projects, such as the reconstruction of rainwater pumping station, the construction of new reclaimed water plant, the upgrading of sewage treatment plant, and the construction of centralized sludge treatment facilities. With the full completion of the construction projects undertaken by the group, the sewage treatment capacity in the central urban area of Beijing has increased from 2.67 million cubic meters / day to 4.17 million cubic meters / day, and the annual renewable water production is nearly 1 billion cubic meters. The transformation of traditional sewage treatment facilities into modern ecological water plants has achieved the comprehensive improvement of sewage treatment, production and utilization of reclaimed water, and flood control and drainage capacity in our city, which is at the leading level in China. The problem of water pollution control in the central city has been fundamentally solved.

——Build a green and circular modern ecological water plant


     Beipai group takes five development concepts as the guide, adopts advanced construction, management and operation concepts, and gives full play to the advantages of integrated operation and management of plant and network, so that every newly-built and reconstructed reclaimed water plant has become a modern ecological water plant for resource recycling. In addition to wastewater recycling, the sludge will be further produced into resource products after harmless treatment, which can be applied to forest tending, soil improvement, nursery planting, sand wasteland treatment, mine restoration and other fields; during the operation of the water plant, the biogas produced by sludge digestion and biogas utilization facilities will be used to provide heat and electricity for the production in the plant; the plant space and photovoltaic technology will be utilized In addition, water source heat pump technology is used to extract heat energy from sewage for refrigeration and heating in the plant.

——The world's leading sludge disposal technology route is adopted to realize sludge reduction, resource utilization and recycling


    Beipai group has built five centralized sludge treatment centers, including Gaobeidian, Xiaohongmen, HUAIFANG, Gaoantun and Qinghe No.2, with a total sludge harmless treatment capacity of 6128 tons / day. All sludge generated in the central urban area will be reduced and harmless treated in the plant, and the sludge resource utilization will be accelerated. Sludge disposal facilities choose the world's leading technology route of thermolysis + anaerobic digestion + deep dehydration, which can achieve the goal of sludge reduction and harmless, and comprehensively promote the construction of resource.


——The technology and equipment independently developed to reach the domestic leading and world advanced level have been fully applied

    Over the past 40 years, beipai group has made unremitting efforts in technology research and development, focusing on the research and development and transformation of three major types of water environment treatment technologies, including water environment treatment standards, quality and efficiency improvement, and cutting-edge strategy. The technology and equipment developed by beipai group, including biological bacteria, high-efficiency biological nitrogen and phosphorus removal, advanced wastewater treatment and fine filtration technology, reclaimed water quality assurance integration, and membrane module, have reached the domestic leading position The technology of anammox is advanced in the world.

     The upgrading and reconstruction project of 75 pumping stations in urban area implemented by the group has comprehensively enhanced the capacity of rainwater collection, pumping, storage and water withdrawal. After the reconstruction, the drainage facilities can cope with 10-year heavy rainfall.

    By building new rainwater pipeline, increasing pipe diameter and increasing rainwater grate, the rainwater collection capacity is strengthened, and the pumping capacity of the pumping station is improved from 380000 m3 / h before upgrading to 720000 m3 / h; the construction of storage tank can not only realize the function of peak shaving and waterlogging alleviation, but also store rainwater and promote the utilization of rainwater resources. It is planned to build 61 storage tanks with a storage capacity of 210000 cubic meters, close to the storage capacity of Taoranting lake.
