Chang Jiwen, male, Han nationality, born in April 1971 in Jianli, Hubei Province, started work in July 1995. He is the first postdoctoral student in environmental and resource law in New China. At present, he is deputy director and researcher of the development research center of the State Council. He is also a chair professor of China University of Geosciences (Wuhan), a chair professor of China University of Geosciences (Beijing), and a professor of Law Department of Shandong University of science and technology. Chief editor of China's environmental law, executive director and Deputy Secretary General of the Research Society of environmental and resource law of China law society, state specially invited land and resources supervisor, special supervisor of Beijing municipal government, member of Beijing Municipal Committee of the Chinese people's Political Consultative Conference, member of the central legal work committee of the Democratic Party of agriculture and industry of China, member of the environmental damage appraisal expert committee of the Chinese society of Environmental Sciences, and member of the environmental protection expert committee of the Chinese society of Environmental Sciences Member of the Expert Committee on environment and health, vice chairman of the Beijing Municipal Committee of the rural labor party. Deputy to the 15th people's Congress of Beijing Municipality. He is now deputy director of the development research center of the State Council.

•In September 1991, he was admitted to the Department of environmental science, Wuhan University, majoring in environmental planning and management. In September 1993, because of his excellent performance, he was approved by the university to study for a bachelor's degree in law at the same time

•He graduated from Wuhan University in June 1995 with Bachelor of science and Bachelor of law degrees. In July 1995, he was assigned to Hubei Jingmen university to engage in the teaching and research of environmental law, and successively served as assistant and lecturer

• In September 1998, he was admitted to the Institute of environmental law of Wuhan University to study for a doctor's degree in environmental law

• Transferred to Hunan Normal University Law College in September, 1998 to be a lecturer in teaching and scientific research of environmental law

• In August 2000, he was promoted to associate professor by Hunan Normal University, and was selected as master's supervisor

• In August 2000, he joined the Chinese peasants and Workers Democratic Party

•In June 2001, he received a doctor of law degree from Wuhan University

•In July 2001, he joined the post doctoral mobile station of Law Research Institute of Chinese Academy of Social Sciences and engaged in post doctoral research of environmental law

• In May 2003, he left the post doctoral station of Chinese Academy of social sciences

• From July 1 to December 31, 2003, he visited the Institute of comparative public law and international law of MARPOL Association in Germany

• In February 2004, he was employed as the special inspector of Beijing municipal government

• From July to August 2004, he went to the United States as an expert representative of China's environmental law to participate in the Sino US round table conference on environmental law and policy

• In July 2004, he was elected as executive director and Deputy Secretary General of China Society of environmental and resource law

• In November 2006, he served as deputy director of the Social Law Research Office of the Law Research Institute of the Chinese Academy of social sciences

• He visited Columbia University from January to June 2007

• In January 2014, he no longer held the post of deputy director of Beijing Administration of work safety

• In July 2017, he served as vice chairman of the Beijing Municipal Committee of the labor party

On the morning of July 10, 2017, the 13th Congress of the rural labor party in Beijing successfully concluded. Chang Jiwen was elected vice chairman of the 13th Beijing Municipal Committee of the labor party
