1、 Pilot requirements

（1） Pilot objectives

（2） Pilot content

EOD model is to promote the effective integration of the public benefit and poor profitability ecological environment governance projects with the related industries with better returns, guided by the idea of ecological civilization, with sustainable development as the goal, based on ecological protection and environmental governance, supported by characteristic industrial operation, and taking regional comprehensive development as the carrier, and adopting the ways of industrial chain extension, joint operation and combination development It is an innovative way to organize and implement the project by integrating, promoting and implementing the ecological environment, internalizing the economic value brought by ecological environment governance.

The pilot project includes:

1. innovation of development concept. We should adhere to the priority of ecological environment, practice the concept of green development, build an ecological economic system of Ecological Industrialization and industrial ecology, and transform the ecological environment advantage into development advantage.

2. integrated development and innovation. Focusing on the needs of ecological environment management, we will focus on promoting the construction of major projects in the field of ecological environment, releasing the effective needs of environmental protection industry and promoting the marketization and industrialization of ecological environment governance. Meanwhile, according to local conditions, the industrial projects with high ecological environment relevance and strong power in economic development belt should be developed, and a benign mechanism of industrial income subsidy for investment in ecological environment management should be explored to realize the full integration of ecological environment governance and industrial economic development.

3. implement path innovation. We should give full play to the decisive role of market allocation resources, strive to create a good business environment and stimulate the vitality of market subjects. Break the boundaries of industry, enterprise and ownership, actively introduce market subjects with strong comprehensive strength and high professional level to participate in the pilot work. We should fully mobilize the initiative of market subjects, encourage the expansion of industrial chain, improve the development efficiency and ensure the continuous improvement of ecological environment.

4. innovation of investment and financing mode. To explore various investment and financing modes, such as government bonds, government investment funds, government and social capital cooperation (PPP), establishment of investment and operation companies, development finance, environmental protection loans, etc., to promote the implementation of pilot projects, and to promote the establishment of diversified investment and financing mechanism for ecological environment governance.

（3） Pilot application and implementation subject

The main body and implementation body of EOD model pilot application are municipal (county, district) people's government, Park Management Committee, etc.

In the areas where the project has been implemented, the government or the park management committee and the pilot project undertaking unit shall be encouraged to jointly declare and implement the project, and the government or park management committee shall be the leading Party of the consortium.

（4） Declaration conditions

The pilot project shall meet the following conditions at the same time:

1. the main body of application and implementation is the government or park management committee. In order to promote pilot work, a leading group of the government or the main leaders of the park management committee and the heads of relevant departments shall be established to establish a collaborative promotion mechanism.

2. the application pilot project must have the pilot project that can be relied on. The pilot project should be determined in a comprehensive way based on the green and systematic development ideas, according to the needs of ecological environment governance, regional industrial cultivation, and urban and rural sustainable development. The subprojects are interrelated and effectively integrated. The feasibility study approval of the project shall be completed for all relying projects. The projects adopting the PPP mode of government and social capital cooperation (PPP) shall be included in the PPP project library of the national development and Reform Commission or the Ministry of finance. Relying on the project completed, the experience summary focusing on EOD mode is emphasized.

3. the integration of ecological environment governance and related industries is implemented. The ecological environment governance projects with strong public welfare and poor profitability are integrated with the related industries with better returns. The combination of fat and thin is developed to realize the subsidy of income subsidy for ecological environment management investment and innovation of investment and financing channels for ecological environment governance.

4. the pilot work should focus on establishing long-term mechanism and long-term operation and maintenance of pilot projects to ensure the ecological environment governance effect and sustainable development of industry.

2、 Pilot implementation procedure

According to the organization and implementation requirements of the pilot work of environmental service industry, the pilot project shall be carried out according to the procedures of declaration, determination, implementation, evaluation and summary.

（1） Pilot application

The provincial ecological environment department and the development and reform department shall inform the relevant municipal (county, district) government or park management committee in their administrative region to voluntarily declare. The government of the pilot city (county or district) or the Management Committee of the park shall organize the declaration work, and formulate the pilot implementation plan according to local conditions (see the appendix for the preparation outline). After the provincial ecological environment department and development and reform department have approved, they shall be submitted to the Ministry of ecological environment and the national development and Reform Commission. In principle, the number of declared quantity in each province shall not exceed 3.

（2） Pilot review

The pilot project needs to be checked by form, guided by experts and investigated on site.

Form check. The quality of the pilot implementation plan applied for by each region, the approval of the project approval and demonstration of the supporting project shall be checked emphatically, and the compliance with the requirements of the pilot notice shall be checked.

Expert guidance. Organize experts to provide technical guidance on pilot implementation plan. The paper evaluates the feasibility and accessibility of the pilot implementation subjects or projects, the significance of the pilot output and demonstration and the guarantee measures for the implementation of the organization and implementation. Priority should be given to supporting pilot projects that have been implemented and jointly declared and implemented by the government or park management committee and the supporting project undertaking units.

Site investigation. Organize experts to investigate the site of the pilot application project. Focus on verifying the actual situation and related problems on the site.

Based on the principle of selecting the best, the Ministry of ecological environment and the national development and Reform Commission have determined the projects with good implementation effect and significant demonstration effect as pilot projects on the basis of expert opinions.

（3） Pilot implementation

The subject of pilot application and implementation shall actively organize relevant units to carry out the pilot project promotion work, do a good job in process management and summarize the good experience and practice in the pilot work in time according to the pilot implementation plan.

（4） Pilot assessment

The Ministry of ecological environment and the national development and Reform Commission carried out the mid-term assessment of the pilot EOD model.

（5） Experience summary

Three years after the pilot project was officially implemented, the Ministry of ecological environment and the national development and Reform Commission organized the pilot summary, summarized the results and experience, and organized corresponding promotion activities.

3、 Policy support

The National Development Bank shall give full play to the advantages of large amount of medium and long-term funds of development finance in accordance with the principles of precise policy implementation, market-oriented operation and risk control for qualified pilot projects, and give full consideration to economic and environmental benefits, and tilt the allocation of resources and increase support.

4、 Submission time

Please submit the recommended EOD model alternative project list, relevant materials (in duplicate) and electronic version to the Ministry of ecological environment (SECC) and the national development and Reform Commission (Environmental Resources Division) by November 30, 2020.
