President Gong systematically combed the stages and problems of urban special planning, put forward four basic concepts of ecological, systematic, block and intelligent urban special planning in the new era, and put forward suggestions on building a three-level system of urban special planning including comprehensive planning, special planning and subdivision of special planning. Looking forward to the development trend of urban special planning, President Gong believes that special planning should update the concept, enhance the breadth and depth of planning, in order to deal with the increasingly complex urban problems.
