The main task of this National Conference on China's ecological environmental protection is to thoroughly study and implement Xi Jinping's thought of ecological civilization guided by Xi Jinping's new socialist ideology with Chinese characteristics, and fully implement the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party, as well as the central economic work conference, the central rural work conference and the leading cadres at the provincial and ministerial levels. Study and implement the spirit of the special seminar in the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, summarize the ecological and environmental protection work in 2020 and the 13th five year plan, analyze the new opportunities and challenges faced by the current ecological and environmental protection, plan the work in the 14th five year plan, and arrange and deploy the key work in 2021.

1、 Review of ecological environment protection in 2020 and the 13th five year plan

The year 2020 just passed is an extraordinary year in the history of new China, the history of the Chinese nation and the history of human development. Under the firm leadership of the Party Central Committee with Comrade Xi Jinping at the core, the national ecological environment system thoroughly implements the thought of Xi Jinping's ecological civilization, conscientiously implements the decision-making and deployment of the Party Central Committee and the State Council, completes the phased objectives and tasks of tackling key problems in pollution prevention and control, and continuously improves the quality of the ecological environment, actively tackles climate change, vigorously strengthens the ecological protection and restoration, and continues to deepen the reform. By strengthening risk prevention and control, strengthening nuclear and radiation safety supervision, the people's sense of ecological environment has been significantly enhanced, and the green background and quality of building a moderately prosperous society in an all-round way have been planted.

Over the past year, new and remarkable achievements have been made in the protection of the ecological environment.


(1) conscientiously implement the important instructions of general secretary Xi Jinping and demonstrate the spirit of the CPC Central Committee and the State Council, and resolutely fulfill the important tasks assigned by the Party Central Committee and the State Council.

Perplexing one principle runs through it all. Novel coronavirus pneumonia is a major task in the face of the complicated international situation and arduous domestic reform and development. Especially in the sudden outbreak of new crown pneumonia, Xi Jinping, a general secretary, attaches great importance to the construction of ecological civilization and the protection of the ecological environment. The national ecosystem is working hard and unified. We must take the Xi Jinping's ecological civilization as the guideline and establish the concept of "green hills and beautiful scenery". It is the philosophy of Jinshan Yinshan. It insists on the same direction and strength, and emphasizes the precise pollution control, scientific pollution control and pollution control according to law. We must resolutely win the battle against pollution and fight the decisive battle to win the goal of building a well-off society in an all-round way. Together with the Organization Department of the CPC Central Committee, we organized and carried out the assessment of the effectiveness of pollution prevention and control in 2019, and the assessment results of 19 provinces were excellent. Conscientiously handled General Secretary Xi Jinping's important instructions, and received 28 important instructions from general secretary Xi Jinping, 8 pieces and 11 stages, and the remaining 9 were being handled according to the time limit.

Actively respond to climate change. We have successfully completed the major task assigned by the Central Committee to put forward proposals on carbon peak and carbon neutralization. Adhere to the "bull nose" of focusing on carbon reduction as the source of governance, and start the preparation of the action plan for reaching the peak of carbon dioxide emissions by 2030. We continued to promote the construction of the national carbon market system, officially launched the national carbon emission trading market, and included the power industry in the first batch. We will accelerate the legislative process of the regulations on the administration of carbon emission trading. We will promote the establishment of a collaborative, optimized and efficient work system for addressing climate change, pollution prevention and control, and ecological protection and restoration. We will actively participate in and promote the multilateral process of climate change and carry out in-depth South South cooperation on climate change.

Carry out the second round of the second batch of central ecological and environmental protection supervision. We carried out supervision on three provinces (cities) and two central enterprises respectively, and carried out exploratory supervision pilot on two departments, and accepted more than 10500 reports from the transferred masses. Among them, departmental inquiry supervision is a major innovation under the direct guidance of the central leading comrades. The combination of supervision and self-examination is conducive to the formation of a joint force of departments to answer the same questions. All 31 provinces and Xinjiang production and Construction Corps have set up provincial supervision organizations. The ecological environment warning film of the Yangtze River Economic Belt in 2020 has been produced and 169 problem lists have been sorted out; among 315 problems disclosed in the warning film in 2018 and 2019, 226 have been rectified.

We will actively prepare for the 15th Conference of the parties to the Convention on biological diversity (COP15) and promote the negotiation process of the post-2020 global biodiversity framework. In collaboration with the Ministry of foreign affairs, an online round table meeting at the ministerial level attended by ministers of 17 countries and representatives of international organizations was held to support the successful holding of the UN biodiversity summit.

We should take the initiative to push forward the national strategy of high service quality. Printing and distributing the key tasks of promoting ecological and environmental protection in the Yellow River Basin in 2020. 18 provinces (cities) have issued and implemented "three lines and one order", which has been written into the Yangtze River Protection Law and many local regulations. The all China Federation of industry and Commerce jointly held a forum on supporting and serving the green development of private enterprises. We will improve the construction of a comprehensive service platform for the transformation of scientific and technological achievements in the national ecological environment. Cultivate and expand energy conservation and environmental protection industry.

We have successfully completed the task of poverty alleviation in designated areas. Weichang County and Longhua County, which are designated to help the poor, have successfully lifted out of poverty. The path mode of "keeping green for gold, adding green for gold, turning green into gold and borrowing green to generate gold" is summarized. The Ministry of agriculture and rural areas and the former Poverty Alleviation Office of the State Council jointly issued the guiding opinions on consolidating the achievements of poverty alleviation with ecological revitalization and Further Promoting Rural Revitalization (2020-2022).

(2) We will make overall plans for epidemic prevention and control, economic and social development, ecological and environmental protection, and support the "six stabilities" work and the implementation of the "six guarantees" task

By adhering to the principle that epidemic situation is the order and prevention and control is the responsibility, we have achieved "two focuses" and continuously strengthened the environmental supervision and service measures related to the treatment and disposal of medical waste and medical wastewater in key areas. The national medical waste disposal capacity has increased by nearly 30%, and Hubei has increased by nearly three times. The Ministry's leading group for responding to the epidemic situation held 43 meetings, and immediately sent forward working groups to Hubei and Heilongjiang provinces to supervise and guide the improvement of medical waste disposal capacity. The national eco-environmental system made every effort to coordinate emergency monitoring equipment, medical waste disposal facilities, protective equipment, etc., to support Wuhan and other places to fight the epidemic. Strengthening emergency monitoring of drinking water source water quality, the national ecological environment quality has not been affected by the epidemic prevention and control.


Service "six stability" and "six guarantees" to support the enterprises to resume work and return to production. The guidance on overall prevention and control of epidemic situation and ecological and environmental protection for economic and social development was issued and implemented, and opinions on actively serving and implementing the task of "six guarantees" under the premise of normalization of epidemic prevention and control were issued and implemented, and the opinions on firmly winning and fighting the key battle of pollution prevention and control were issued and implemented. The implementation of EIA approval and supervision of law enforcement "two positive lists", 35000 construction projects implementation of the notification commitment system approval, more than 84000 enterprises into the positive list management of law enforcement. Over 326000 off-site inspections were carried out, and over 18000 times of assistance were provided to various enterprises by telephone and network, which strongly supported the resumption of work and resumption of production and the accelerated restoration of economic and social development order.

We will continue to deepen the reform of "discharge of pipe service". We will continue to do a good job in the examination and approval service of "three accounts" for major projects of the state, local and foreign capital utilization, and implement the inventory management. The list of classified management of environmental impact assessment of construction projects (2021 Edition) was issued, which further reduced the number of EIA approvals and greatly reduced the number of registered projects in the registration form. We will issue opinions on severely punishing fraud and improving the quality of EIA, carry out the normalization review of EIA report, continuously strengthen supervision after the event, and seriously investigate and punish the false behaviors of EIA.


(3) Highlight the "three pollution control" and achieve the goal and task of pollution control with high quality

We will resolutely win the battle to defend the blue sky. We promoted the collaborative control of fine particulate matter (PM2.5) and ozone (O3). On the basis of full investigation and evaluation, we printed and issued the "2020 volatile organic compounds treatment plan", and carried out five rounds of supervision and assistance on the prevention and control of O3 pollution. We found 33000 problem enterprises and 105000 problems of various volatile organic compounds (VOCs). We will continue to carry out comprehensive control of air pollution in autumn and winter, as well as blue sky defense and supervision and assistance in autumn and winter. The replacement of bulk coal for heating and living in Beijing Tianjin Hebei and its surrounding areas, Fen Wei plain and winter was basically completed. The total number of ultra-low emission coal-fired power units in China is 950 million kilowatts. Basically completed the investigation and classified rectification of "scattered pollution" enterprises, and inspected and treated 15000 industrial furnaces and kilns. The sixth stage emission standard for light vehicles will be fully implemented. Strict management and control of straw burning in the open pit, and promote the comprehensive treatment of open pit mines and dust.

Important progress has been made in the battle to defend blue water. Standardized construction of centralized drinking water sources should be carried out. All 10638 rural water sources with "thousands of tons and thousands of people" in China have been designated as protected areas. A total of 39000 new sewage collection and treatment facilities were built nationwide. 98.2% of the cities above prefecture level (excluding prefectures and leagues) in China have eliminated black and odorous water. The grade V national control sections of the Yangtze River Basin and the Bohai Sea rivers are all degraded. The main stream of the Yangtze River has historically realized class II water body. 281 "three phosphorus" enterprises (mines and reservoirs) in 11 provinces (cities) of the Yangtze River economic belt have completed the rectification of the problems. Carry out the special law enforcement action of "Bihai 2020". The scale of coastal wetland restoration has reached 7835 hectares, and 128 kilometers of coastline has been renovated. 29 provinces (except Xinjiang and Tibet) have basically completed the preparation of county rural domestic sewage treatment plans. During the 13th Five Year Plan period, a total of 150000 villages have been renovated. Strengthen the protection of groundwater ecological environment and complete the anti-seepage reconstruction of underground oil tanks in gas stations.

The battle to defend the pure land has been steadily carried forward. The safe utilization rate of polluted farmland is about 90%, and the safe utilization rate of polluted land is more than 93%. Actively cooperate with the Standing Committee of the National People's Congress to successfully complete the inspection and special inquiry of the law on the prevention and control of soil pollution. The soil pollution status of key industries and enterprises was investigated, and the preliminary sampling investigation of all plots was completed. We will promote pilot projects for the application of soil pollution control and remediation technologies and the construction of pilot areas for comprehensive prevention and control of soil pollution. "Waste free city" construction pilot has formed a number of replicable and promotable demonstration models. We will work with the Ministry of public security and the Supreme People's Procuratorate to crack down on environmental crimes involving hazardous waste. The special investigation and rectification action of hazardous waste was organized and carried out, involving 47000 enterprises and more than 200 chemical parks. The pollution control of key tailings reservoirs in the Yangtze River economic belt has been basically completed. Over fulfilled the target task of 10% reduction of heavy metal pollutants in key industries. The goal of zero import of solid waste by the end of 2020 has been successfully completed, and "foreign waste" has been completely kept out of the country.

Vigorously promote ecological protection and restoration. Study and build "53111" ecological protection supervision system. We will carry out the investigation and evaluation of the national ecological situation from 2015 to 2020, and print and distribute the opinions on strengthening the supervision of ecological protection and the Interim Measures for the supervision of ecological environment in nature reserves. We should establish a regulatory system for nature reserves, continue to carry out "Green Shield" nature reserves, and strengthen supervision. The fourth batch of 87 national demonstration cities and counties of ecological civilization construction and 35 practice and innovation bases of "green water and green mountains are golden mountains and silver mountains" were selected and named, and the "person of the year of Green China 2018-2019" was awarded.

(4) Effectively prevent and resolve all kinds of risks to ensure the safety of ecological environment

We strengthened the handling of environmental emergencies, dispatched 157 accidents, supervised and handled 34 major and sensitive environmental emergencies. Cooperating with Heilongjiang Province to properly deal with the secondary environmental emergencies caused by the "3.28" tailing dam leakage accident of Yichun Luming Mining Co., Ltd., has become a model for emergency disposal of environmental emergencies in recent years. 430000 problems reported by the masses were received and handled, and the completion rate on schedule was 100%.

We attached great importance to the supervision of nuclear and radiation safety, made the national nuclear safety coordination mechanism work efficiently, and completed the construction of 235 new automatic monitoring stations for radiation ambient air. Establish the national experience feedback system of nuclear power plant and operate effectively. We will accelerate the work of decommissioning nuclear facilities left over from history. The 49 operating nuclear power units and 19 civil research reactors (critical units) always keep good safety operation records, and the construction quality of 15 nuclear power units under construction is under control. The incidence of radiation source accidents is at the lowest level in history, with less than one accident per 10000 radioactive sources per year.

(5) We will consolidate the foundation, make up for the weak and strong, and continue to promote the modernization of the ecological environment management system and capacity

We will deepen reform in the field of ecological environment. The central office and the state office printed and issued the guiding opinions on building a modern environmental governance system and the list of ecological and environmental protection responsibilities of relevant departments of the central and state organs. The state affairs office printed and issued the guidance catalogue for comprehensive administrative law enforcement matters of ecological environment protection (2020 Edition). 31 provincial governments and Xinjiang production and Construction Corps have printed and issued the implementation plan of comprehensive administrative law enforcement reform of ecological environmental protection, and the integration of law enforcement responsibilities is basically in place. The task of vertical management system reform of monitoring, supervision and law enforcement of ecological environment institutions below the provincial level has been basically completed, and the organizational system has been adjusted in place and operated according to the new system. The compensation system for ecological environment damage has been initially established. In 2020, more than 2700 compensation cases will be handled nationwide, involving more than 5.3 billion yuan. To achieve full coverage of fixed pollution source emission permits, 337700 emission permits were issued, 31500 emission rectification notices and 2365200 emission registration forms were issued.

The construction of the rule of law will be further improved. Actively cooperate with the legislature in formulating the Yangtze River Protection Law and biosafety law. We will complete the revision of the law on the prevention and control of environmental pollution by solid waste. We will actively promote the revision of the marine environmental protection law, the law on the prevention and control of environmental noise pollution, and the law on environmental impact assessment. Eight regulations were made and 122 standards were issued. We will actively promote the formulation of benchmarks and issue three national benchmarks. 31 regulations and normative documents were abolished and amended.

Strengthen supervision according to law and regulations. A total of 12656 outlets were found in the pilot areas of the Yellow River Basin. It took the lead in achieving the goal of "full automatic monitoring of 490 incineration plants" in China. "Double random, one open" was fully implemented, and 587400 law enforcement inspections were carried out. A total of 126100 environmental administrative punishment decisions were issued nationwide, with a total of 8.236 billion yuan of fines and confiscations. We will promote the printing and distribution of the measures for the administration of clothing and signs of comprehensive administrative law enforcement systems. We will fully implement the reward system for reporting. To organize and carry out the nationwide law enforcement training of ecological environment protection in 2020. A leading group for complaint reporting work of the Ministry of complaint reporting has been set up to integrate complaint reporting management agencies, and nearly 200000 clues have been provided for various special operations in 2020.

Ensure that the monitoring data is "true, accurate and complete". VOCs monitoring of ambient air will be deployed in key areas, and intensive monitoring and navigation monitoring of VOCs will be organized and strengthened. Promote the establishment of atmospheric photochemical monitoring network. We will continue to promote the networking and sharing of national environmental monitoring data, and carry out strategic cooperation with State Grid Corporation of China on power big data. Carry out the monitoring of sewage outlets into the river and sea. In the Yangtze River economic belt, 667 cross-border water quality automatic stations have been built. The national surface water monitoring and evaluation scheme for the 14th five year plan (Trial Implementation) was issued.

Do a good job in news propaganda. The seminar on "in-depth study and implementation of Xi Jinping's ecological civilization in 2020" was held. We will further promote regular press releases. We successfully held the national home activity of the sixth five year environmental day and prepared the action plan of "beautiful China, I am an actor" to enhance citizens' awareness of ecological civilization (2021-2025). The influence of government new media is constantly improving, and the role of matrix is constantly playing. We will continue to carry out such typical publicity as "Iron Army Style" and "one picture and one story". Continue to promote the opening of environmental protection facilities to the public, and guide environmental protection social organizations to actively participate in ecological and environmental protection work.

Actively carry out international cooperation and exchanges. To lead the China EU high level dialogue on environment and climate. One belt, one road green development international research institute will be set up to continue to promote the green silk road envoy plan to implement and cope with climate change in South South cooperation. Start the China Africa Environmental Cooperation Center. Draft "China ASEAN environmental cooperation strategy and action framework (2021-2025)". Carry out a series of cooperation with Lancang Mekong countries. Effectively participate in important international environmental processes and convention negotiations, innovate and promote high-quality policy research of the GCC. Consolidate the achievements of global nuclear security cooperation. We should resolutely fight back against the United States and discredit our ecological and environmental protection work.

We will make solid progress in building basic capacity. The second national survey of pollution sources was successfully completed. Cooperate with the Ministry of finance to allocate 52.3 billion yuan to the central government for ecological environment in 2020. The national green development fund was officially established. Strengthen the construction of scientific research capacity. The cause of heavy air pollution and the project of tackling key problems have been successfully completed. The water project has been further promoted, and the supporting role has appeared. We will carry out joint research on the protection and restoration of the Yangtze River ecological environment. We will accelerate the construction of the information platform for the comprehensive management of the ecological environment, and initially build a "one map" big data information system. The "one network" was fully realized, and the public's satisfaction rate with the administrative services of the Ministry reached 99.8%. The Ministry of ecological environment completed the relocation of all staff to the new office. We will actively promote the formulation of ecological and environmental protection plans and special plans for the 14th Five Year Plan period.

(6) Continuously improve the style of work and build an iron army team suitable for winning the battle of pollution prevention and control

Adhere to the political construction as the guide, and promote the construction of the Iron Army of ecological environment protection. We have resolutely carried out the inspection and rectification of the central government, and completed 81 of the 126 rectification tasks. We will strengthen the implementation, supervision and inspection of the spirit of the eight Central regulations and their implementation rules. We formulated and implemented measures to continuously solve the formalist problems plaguing the grassroots, and the number of documents issued in the whole year decreased by 9.4% year on year.

Earnestly implement the party's organizational line in the new era and strive to build a contingent of high-quality professional cadres. A novel coronavirus pneumonia award has been issued for 2824 years. 1 people have been awarded the title of "advanced individual" for the new crown pneumonia epidemic. Carry out the theme activity of "winning the battle of pollution prevention and control, I want to make new contributions". Deepen the use of the "four forms" of supervision and discipline, and create an iron army team suitable for the new development stage.

2020 is also the closing year of the 13th five year plan. In the past five years, new historic achievements have been made in ecological and environmental protection. The nine binding indicators of ecological environment determined in the 13th five year plan have been successfully over fulfilled. Among them, the proportion of excellent days in prefecture level and above cities was 87% (target 84.5%); the average concentration of PM2.5 in substandard prefecture level and above cities decreased by 28.8% (target 18%) compared with 2015; the proportion of excellent surface water quality sections increased to 83.4% (target 70%); the proportion of inferior class V water bodies decreased to 0.6% (target 5%); the emission of sulfur dioxide, nitrogen oxides, chemical oxygen demand and ammonia nitrogen Carbon dioxide emissions per unit of GDP and GDP will continue to decline on the basis of completing the 13th five year plan target ahead of schedule in 2019. The phased objectives and tasks of pollution prevention and control were completed with high quality. The battle to defend blue sky, clear water and pure land has achieved decisive results in seven major landmark campaigns, and 54 tasks and targets assigned by our department have been completed in an all-round way. The days of heavy pollution decreased significantly. The safety of drinking water has been guaranteed, and the black and odorous water in the city has been basically eliminated. The soil environmental risk of agricultural land and urban construction land is effectively controlled. The quality and stability of ecosystem were improved. The blue sky, white clouds, clear water and green banks around the people have increased significantly, the environmental "beauty" has generally improved, and the construction of beautiful China has taken solid steps.

Generally speaking, the 13th Five Year Plan period is the biggest five years to improve the quality of ecological environment in China, and also the best five years to develop the cause of ecological environment protection. Due to the deep understanding, the reality of policies and measures, the large investment and the high satisfaction of the masses, we have accumulated a lot of success in the exploration of strengthening the ecological environment protection and deeply fighting the battle of pollution prevention and control in the 14th Five Year Plan period Practice and valuable experience.

First, we must adhere to the new socialist ideology of China with Chinese characteristics, especially Xi Jinping's ecological civilization, and guide Xi Jinping's practical thinking and practice, and promote his work. He should work hard in learning and thinking, using the unity of knowledge and practice, and be a strong believer in Xi Jinping's ecological civilization

Second, we must adhere to the people as the center, adhere to the people's expectations of the beautiful ecological environment is the direction of environmentalists' efforts, take improving the quality of the ecological environment as the core, strive to solve the outstanding ecological environment problems, provide more high-quality ecological products for the people, and let the people produce and live in the beautiful ecological environment of blue sky, green earth and clear water.

Third, we must adhere to ecological priority and green development, firmly establish and practice the concept that green water and green mountains are golden mountains and silver mountains, and pay attention to environmental protection and promote development. We should unswervingly implement the concept of green development, strive to promote the formation of green production and lifestyle, and provide a realistic path for solving the problems of development and protection and realizing the modernization of harmonious coexistence between man and nature.

Fourth, we must persist in promoting the formation of a large-scale environmental protection work pattern, consolidate the achievements of the party and state institutional reform, and promote the implementation of "the same responsibility of the party and government" and "one post and two responsibilities". The main leaders of local Party committees and governments at all levels are the first person responsible for the ecological environment protection in their administrative regions. Those who are in charge of development, production and industry should manage environmental protection well according to the requirements of "one post and two responsibilities" and build a leading Party committee It is a work pattern with the participation of government, enterprise, social organizations and the public.

Five, we must adhere to the strictest system and the most strict rule of law to protect the ecological environment. Under the guidance of Xi Jinping's rule of law, we should continuously improve the laws and regulations of the ecological environment, and build a system of strict prevention of the source, strict management of the process and severe punishment for consequences. We should make good use of the central ecological and environmental protection supervision, make overall plans, strengthen supervision and other means, strengthen the implementation of the system, and make the system a rigid constraint and untouchable high-voltage line.

Sixth, we must strengthen the construction of work style and ability, and strive to build an iron army of ecological environment protection. We should take a clear-cut stand in politics, pay close attention to the construction of work style and discipline, strive to build a standardized and professional team of ecological and environmental protection talents, and constantly improve the efficiency of environmental governance.


2、 To study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the CPC, and plan for the ecological environment protection of the 14th five year plan

The Fifth Plenary Session of the 19th CPC Central Committee pointed out that after building a moderately prosperous society in an all-round way and realizing the first Centennial goal, we should take advantage of the situation to start a new journey of building a socialist modern country in an all-round way and march towards the second Centennial goal. We must thoroughly implement the new development concept and accelerate the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other Bureau.
