On January 29, 2021, the launch meeting of East and South East Asia community conservation network (easaccn) was held online. Launched by 11 NGOs from eight countries in East and Southeast Asia, the network aims to promote inter agency cooperation, solve regional problems, promote the wider promotion of community protection model, and contribute to the realization of the goals set by the United Nations 2030 sustainable development (SDG) and the Convention on biological diversity (CBD). The Secretariat of the network is located in the Global Environment Institute (GEI). The China Environmental Protection Federation is one of the four Chinese sponsors. Xie Yuhong, vice chairman and Secretary General of the network, was invited to attend the launching ceremony and deliver an opening speech.

Secretary General Xie Yuhong believes that the launch of easaccn is just at the right time and will play an indispensable role in the joint action of the government to promote policies and the participation of non-governmental forces. At the same time, the establishment of the network will further promote the "bottom-up" and "top-down" environmental improvement, and it is also an important communication and cooperation platform for the upcoming 15th Conference of the parties to the Convention on biological diversity (CBD COP15) in Kunming, China.

Hello, NGO friends!

It is a great pleasure and honor to participate in the launch meeting and to deliver the opening speech as one of the joint sponsors of the "East Asia and Southeast Asia community protection network". After nearly half a year of preparation, the network officially started at the beginning of 2021, indicating a good start. I would like to extend my heartfelt congratulations to the launch of the "East Asia Southeast Asia community protection network"!

When gei invited the China Environmental Protection Federation as a joint sponsor and introduced its original intention, we thought it was just the right time. Although NGOs that jointly promote ecological environment protection in China have established relatively close and normalized communication and cooperation, just as the China Environmental Protection Federation has played a role of uniting and condensing China's environmental protection NGOs since its establishment in 2005, we are more aware that: beyond the scope of our country, we have been jointly cooperating with more countries and regions' NGOs counterparts to realize cross regional protection and establish a new one Communication and cooperation mechanism is necessary in the future of the global environment and epidemic crisis. It is very necessary for NGOs in Asia to share information, learn from each other, carry out joint protection projects, form ecological protection forces and promote policy change.

Since the promulgation of China's biodiversity conservation strategy and action plan (2011-2030), the Chinese government has achieved remarkable results in biodiversity conservation by improving laws, regulations and institutional mechanisms, strengthening in situ and ex situ conservation, promoting public participation, deepening international cooperation and other policy measures, which have contributed to the global biodiversity conservation goals, sustainable development goals and international cooperation It has played an important role in development cooperation. Among the 30 priority actions proposed in the action plan, 20 actions such as action 1 (policy formulation), 2 (improvement of laws), 4 (integration into planning) and 5 (sustainable utilization) have made great progress, promoting 10 actions such as sdgs goal 6 (water and environmental sanitation), 12 (Sustainable consumption and production), 13 (climate change) and 15 (protection of terrestrial ecosystems) Good progress has been made. However, we also note that only six of Aichi's 2020 biodiversity targets have been partially achieved, and none of them have been fully achieved. If the trend of biodiversity conservation can not be improved, it will affect the implementation of 2030 sustainable development goals. The protection of ecosystem and biodiversity needs the cooperation and practical action of the international community. It needs not only the government's policy to promote the mainstreaming, but also the joint action from the civil forces.

As a non-state entity, NGO is one of the indispensable participants. It plays an important role in promoting the communication between the government, the private sector and the community public, and promoting the mainstream of biodiversity conservation through bottom-up ecological protection. The 15th Conference of the parties to the Convention on biological diversity (CBD COP15), to be held in Kunming, China, is an important international activity platform for NGOs to participate in promoting biodiversity conservation, exchanging experiences, carrying out communication and dialogue with multi stakeholders and establishing cooperation. The China Environmental Protection Federation is actively preparing for the COP15 "environmental NGOs help biodiversity mainstreaming" forum. It plans to invite non-governmental organizations and multi stakeholders from all countries to focus on different environmental issues, such as ecological protection, climate change, pollution prevention and sustainable consumption, to share their support for biodiversity around nature based solutions, ecological red line and species protection At the same time, we should promote the interaction between NGOs and the government, the private sector, think tanks, media, etc. to help biodiversity conservation. Looking forward to in-depth exchanges with more partners in CBD COP15.

In the future, it is expected that all partners of "East and Southeast Asia community protection network" will give full play to the collaborative role of the network, do a good job in the good practice and demonstration of promoting ecological protection by non-governmental forces in Asia, drive and attract more NGOs to join in, form a greater joint force, jointly carry out protection projects, establish stable exchanges and cooperation with more relevant parties, and cooperate with each other through "top-down" cooperation "Bottom up" to promote the improvement of ecological protection in Asia.
